Alpha Consulting Engineers worked in conjunction with Upper Allen Partners and Delta Development Group on the planning and permitting of Winding Hills (the former Glaize Orchards property), a 380 acre planned residential development.
Winding Hills offers a wide variety of building plans for 980 residential homes. Site planning also includes several parks and community facilities such as a clubhouse, saltwater pool and fitness center and miles of walking and biking trails. Located within the Mechanicsburg School District at the Winding Hill Road Interchange of Route 15, Winding Hills provides easy access to the new Giant Food Store and Rite Aid Drug Store.
This unique development devotes 130 acres for permanent open space. Virtually every home site enjoys a magnificent view of the surrounding area, including the Ski Roundtop resort. Alpha is proud of its role in helping to provide an environmentally friendly, easy living environment for residents.

Location: Silver Spring Township, PA
Walden, a Charter Homes Neighborhood, is situated in Silver Spring Township, Cumberland County, PA. Walden features “Live-Work” units located in the Village Center. It spans three unique watersheds, which lead to four detention basins blended into the village layout.
Alpha prepared a National Pollutant Discharge Elimination System (NPDES) amendment for the Walden location in Silver Spring Township, PA. This amendment included preparing a revised grading plan for the park, soils infiltration testing, investigating environmental and regulating databases as well as preparing erosion and sedimentation control plans and revising stormwater management calculations.

Traffic Engineering Services
Location: Silver Spring Township, PA, Fairview Township, PA, Southampton Township, PA
We work with Sheetz, Inc. on many projects. Some are the construction of new stores while other projects are for older stores that are being remodeled. Older stores are updated in approximately 20 years.
The traffic analysis we completed for a possible Fairview Township location included documenting existing traffic conditions to determine volume, capacity and crash analysis. We analyzed trip generation for estimates on the average weekday vehicle trips as well as peak hours and estimated volume.
For many of the redevelopment projects, Alpha conducted topographic and boundary surveys, ordinance reviews, and conceptual layout designs.
Currently, Alpha is finishing the remodel of Sheetz on Route 114 in Upper Allen Township. We have recently recorded the Land Development Plans at the Cumberland County Courthouse and construction can begin. We have recorded the plans for the new Sheetz store in Shippensburg and construction has commenced.
Cumberland Valley School District

Location: Hampden Township, PA
One of our larger projects is the new elementary and middle schools for the Cumberland Valley School District in Silver Spring Township and Hampden Township, PA. This project has taken extensive planning and cooperation of land owners, Silver Spring Township and Hampden Township, Cumberland Valley School District, and both engineers and architects from Derck & Edson, Alpha Consulting Engineers and many more. The project has a tentative start date of November 2016, which is dependent on all necessary approvals from Silver Spring Township, Hampden Township, PennDOT, Department of Environmental Protection, Cumberland County Conservation District, US Army Corps of Engineers, several utility companies, etc. It will take approximately 2 years to complete.
We will be conducting due diligence of the schematic design, environmental assessment, zoning approvals, and traffic assessments. Some of the land development services proposed for this project include boundary and topographic surveys, environmental studies, utility extension design and coordination, stormwater management, road relocation design, and traffic impact studies.
Traditions of America at Silver Spring

Traditions of America is a leading developer of retirement communities in Pennsylvania. Alpha provides services for their 55+ single family home and townhome communities located in Mechanicsburg and State College. For the property at Silver Spring, Alpha updated existing conditions plans as well as provided overall design for Phase 3 of the property. This included everything from a site plan, sanitary sewer plan, road plan, stormwater management and more. We also assisted the owner with Columbia Gas right-of-way encroachments.

Alpha has worked with the Faulkner Organization on several dealerships in the area including Faulkner GMC, Cadillac, Subaru and Volkswagen. The scope of work on these projects involved due diligence on the existing plan which included preparing a base map of existing features, courthouse research of deeds, tax maps and PennDOT right-of-way research. We reviewed township ordinances to determine potential issues, prepared the site plan and utility, grading and stormwater management plan. There was also an environmental analysis completed to determine any environmental constraints that existed on the sites.
Alpha also completed boundary and topographic surveys for the Faulkner locations. This included everything from deed research, to field boundary surveys, post-processing of field data and analysis for boundary line determination to topographic surveys based on aerial mapping of the site.
Members 1st Federal Credit Union

Alpha has developed a relationship with Members 1st Federal Credit Union over the years. We have provided services for several projects in the past with several more projects in the works. The scope of work for these projects includes boundary and topographic surveying and subdivision plans for a new location in Dover Township as well as sketch plan preparation, environmental site assessment and permitting, land development design and PennDOT permits for a new location in York, PA.
We also completed an as-built survey of a Member’s 1st site that included field survey site improvements and the creation of a plan depicting site improvements. We also completed a survey of the adjoining sub shop property to determine boundaries and existing features.
